Trump's Progressive Alarm Misses The Continent's True Threat: Technological Stagnation.

The recent US security policy document presents a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" policies represent an grave risk to the continent's identity. However, this argument rests on a fundamental misinterpretation of the situation. The true challenge facing the EU is not cultural but economic and technological backwardness.

A Glaring Growth Gap Separating the US and Europe

Statistics paint a sobering picture. Between 2008 and 2023, American economic output surged by 87%, while a paltry 13.5% increase for the European Union. During this time, EU GDP per capita dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than major EU nations like France and Italy.

Currently, about 50% of the global top fifty technology firms are American, while a mere four are European.

The Technological Shortfall: The Core Problem

The growing disparity is driven by stronger efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The landscape of global tech leadership is decidedly American. Over the past five decades, 241 US firms have scaled into companies valued at more than ten billion dollars, versus only fourteen in the European continent.

This gap raises a pressing question: In the race for future industries like AI, semiconductors, and quantum computing, where does Europe positioned? Experts widely agree it is essentially a contest between two between the United States and China, with European nations starting at a clear handicap.

Root Causes of Europe's Innovation Gap

Several major reasons account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile network for financing new ventures. The EU still lacks a genuine unified investment market, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder European business. A American entrepreneur can launch a service under a single regulatory framework to access a market of over 330 million. The European Union, despite a larger population, is divided among 27 different national systems, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, business failure was historically viewed with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its ability in pioneering research.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, there are causes for hope. Policymakers are increasingly aware of the severe threat and have started to propose serious reform. Notable reports on European competitiveness and the single market point to the need for major reforms.

Given appropriate policies and regulatory reforms, these assets might enable far greater degrees of business-led breakthroughs.

Europe retains considerable strengths: skilled workforce, top-tier schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to trigger a surge of venture creation.

Importantly, even if Europe does not become the leader in creating next-generation technologies, it can still dramatically increase economic output by implementing and tailoring advancements from elsewhere.

An Inflection Point

Europe now faces a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. However, if it fails to take bold steps to address its deep-seated problems, today's gradual weakening could give way to a rapid and permanent decline in world influence.
